Description
To work you will need to place a filter over the lens of the webcam. The filter is nothing more than the black ends of film negatives. I used three layers of the negatives.

Changes
I added a pygame window to display what the webcam was seeing.
Came in handy. I'm sure it could be done better and more efficiently but I'm still a new comer.
