to make a .py file to a .exe, go here: http://www.py2exe.org/ there is a funtion in pygame that will regulate frame rate. you have to init the clock like this: clock = pygame.time.Clock(), then at the beginning of the game loop, put this: clock.tick(60). Hope that helps.

Nice, i've tried it, i changed and contiued it, but i dont know how to make a .py file to .exe file. if someone tells me how i make a .py file to a .exe, i can put it on the www. and let people download... (im new at programming, started with Python for 5 days ago)

Nicely done. The speed is erratic though which detracts from the game play.
